National Construction Safety Team Act Reports (NCSTARs) on NIST WTC Disaster Investigation - Final Reports

Finished and edited in September 2005 and November 2008 (see title pages).
Issued on October 26, 2005 (WTC 1, 2, and 7), and November 20, 2008 (WTC 7).

Original download source of reports in PDF file format:
http://www.nist.gov/el/disasterstudies/wtc/wtc_finalreports.cfm

PDF files have been downloaded, copy & paste lock unlocked, renamed after report title, and uploaded on MS OneDrive for direct download, all that on April 7-8, 2015.

Following final reports were revised by NIST after the official release:

- NIST NCSTAR 1A in January 2009,
- NIST NCSTAR 1-9 - Vol. 1-2 in January 2009,
- NIST NCSTAR 1-9A in January 2009,
- NIST NCSTAR 1-9 - Vol. 1-2 in April and June 2012.

Overview Over the Eight WTC Investigation Projects and Numbering System of the Reports

NIST's WTC Disaster Investigation was orginally divided into 8 Investigation Projects. An additional project, Project 9, was added later in the investigation. It looks like as if each of the Projects were subdivided into Tasks.
For further details and initial sub-division of Projects into Tasks, see "National Institute of Standards and Technology Final Plan: National Building and Fire Safety Investigation of the World Trade Center Disaster" (NIST Special Publication 1000-1, August 2002).

The hierarchical numbering of the reports shows this likely also:

Example: NIST NCSTAR 1-1A
- First Digit: Job or assignment number of NIST's National Construction Safety Team (1 = "Federal Building and Fire Safety Investigation of the World Trade Center Disaster")?
- Second Digit: Investigation project number (Projects 1 through 9)
- Third Digit: Task letter (A, B, C, and so on)?*
*) Now I'm less sure if the sub-reports with a suffixed letter do represent each individual WTCI task. The titles of lettered sub-reports do not always match with the task descriptions in the NIST Final Plan for WTC Investigation (Aug. 2002). Therefore, I wouldn't use it until more information on this will appear. Instead, the name "Supporting Technical Topic Reports" will be used, as mentioned in introduction text of the online draft reports index.

Outdated organigram of NCSTARs from Dr. Sunder's presentation held during NIST WTC Technical Conference on Sep. 13, 2005.

The case of WTC 7 collapse was sometime decoupled from Project 6 ("Structural Collapse") and was moved to a new additional Project 9 ("Structural Collapse of WTC 7"), not shown and named in the WTC reports.
The reason for the decoupling from Project 6 was most likely the ~3-year delay (Sep. 2005-Nov. 2008) in the completion of the investigation on WTC 7.
Project 9 reports are NIST NCSTAR 1-9 - Vols. 1 & 2 and NIST NCSTAR 1-9A (see unlocked versions below). The original array of WTC 7 related Technical Topic Reports was also later rearranged. Con-Ed Substation topic was moved to Appendix A of NIST NCSTAR 1-9 (Vol. 2), the WTC Seismic Study into Appendix B of same report and volume.

NIST NCSTAR 1: Final Report on the Collapse of the World Trade Center Towers
(298 Pages in Total / File Size: 17.0 MB)
This report covers the WTC towers, with a separate report on the 47-story WTC 7. Supporting documentation of the techniques and technologies used in the reconstruction are in a set of companion reports that provide more detailed documentation of the Investigation findings and the means by which these technical results were achieved. As such, they are part of the archival record of this Investigation. The titles of the full set of Investigation publications are listed in Appendix B.
