National Construction Safety Team Act Reports (NCSTARs) on NIST WTC Disaster Investigation - Final Reports

Finished and edited in September 2005 and November 2008 (see title pages).
Issued on October 26, 2005 (WTC 1, 2, and 7), and November 20, 2008 (WTC 7).

Overview Over the Eight WTC Investigation Projects and Numbering System of the Reports

NIST's WTC Disaster Investigation was orginally divided into 8 Investigation Projects. An additional project, Project 9, was added later in the investigation. It looks like as if each of the Projects, except Project 8, were subdivided into Tasks.
For further details and initial sub-division of Projects into Tasks, see "National Institute of Standards and Technology Final Plan: National Building and Fire Safety Investigation of the World Trade Center Disaster" (NIST Special Publication 1000-1, August 2002).

The hierarchical numbering of the reports shows this likely also:

Example: NIST NCSTAR 1-1A

- First Digit: Job or assignment number of NIST's National Construction Safety Team (1 = "Federal Building and Fire Safety Investigation of the World Trade Center Disaster")?

- Second Digit: Investigation project number (Projects 1-9)

- Third Digit: Task letter (A, B, C, and so on)?





The case of WTC 7 collapse was sometime decoupled from Project 6 ("Structural Collapse") and was moved to a new additional Project 9 ("Structural Collapse of WTC 7"), not shown and named in the WTC reports. See above the old NCSTARs organigram from Dr. Sunder's presentation, held on 9/13/2005 during NIST WTC Technical Conference.
The reason for the decoupling from Project 6 was most likely the ~3-year delay (Sep. 2005-Nov. 2008) in the completion of the investigation on WTC 7.
Project 9 reports are NIST NCSTAR 1-9 - Vols. 1 & 2 and NIST NCSTAR 1-9A (see unlocked versions below).
